NETWORKING FOR HOUSING FINANCE PROFESSIONALS IN ENI COUNTRIES

Helping establish professional networking among ENI countries is an extremely important part of USAID's program close-out strategy in Central and Eastern Europe (CEE). Over the last decade, the Urban Institute Consortium has developed a broad network of institutions and professionals in Poland and other CEE countries that are involved in housing finance issues.

POLAND

Cracow Real Estate Institute

Cracow Real Estate Institute is a non-profit policy and research foundation whose mission is to enhance economic development in Polish communities through improvements to the functioning of land, housing, and real estate markets. The Institute has helped municipalities throughout Poland increase urban productivity by working with local officials in reforming land management and urban planning practices. Since its beginnings in 1992, CREI has been involved in legislative reform in the areas of land, housing, real estate and urban development. In solving real estate problems, staff use an interdisciplinary and intersectoral approach that promotes the development of efficient and market-oriented land management practices.

Polish Banks Association

The Polish Banks Association is an effective and active professional organization supporting the interests of banking in Poland. In 1997, in response to rapidly increasing interest in housing finance among its members, PBA formed a permanent Housing Committee. Among its activities in assisting the development of housing finance, PBA has lobbied to improve a variety of legal and administrative impediments to housing finance; has sponsored conferences and workshops to address numerous issues including regulation and supervision and appraisal practices; has reached out to similar professional organizations in CEE, Europe, and the U.S. to develop lines of communication on issues of regional and international interest; and has sought to supply its members with educational material on housing finance from both the U.S. and Europe.

TPN's primary objectives are to support and accelerate the regional movement toward market-oriented economies, and to develop a regional community of public policy analysts with common perspectives and approaches. We seek to contribute to the policy reform debate by producing high-quality analyses of complex social and economic problems and by building strong local leadership capacity in the region at the sector level.
