The CEE Mortgage Finance Website, sponsored by the Urban Institute (UI) in Washington, D.C., provides information for practitioners and policy makers on the development of mortgage finance in Central & Eastern Europe (CEE), Southeast Europe (SEE) and other transition and emerging nations. There is a special focus on the SEE nations, as the website is an integral part of a USAID-sponsored project on mortgage finance in SEE that is being carried out by UI and assisted by the Institute for Market Economics (IME) in Sofia, Bulgaria. Collaborating Institutions

  • The Urban Institute (UI). Established in Washington, D.C. in 1968, the Urban Institute is a non-profit policy and research organization that addresses economic and social issues in the U.S. and worldwide through work ranging from broad conceptual studies to technical assistance and training. UI is managing the SEE Mortgage Finance Project.
  • The United States Agency for International Development (USAID). Promoting a sound, private-sector based, and competitive financial sector is one of the most important tasks of USAID's Bureau for Europe and Eurasia, which has sponsored the SEE Mortgage Finance Project.
  • The Institute for Market Economics (IME). IME, the first independent economic think tank in Bulgaria, was established in 1993 to provide analyses, technical assistance, and independent advice to governments and policy makers. IME is helping coordinate the SEE Mortgage Finance Project.

SEE Mortgage Finance Project. The SEE Mortgage Finance Project includes the SEE Mortgage Finance Conference, technical and legal analyses of the mortgage finance sectors in SEE countries, and the SEEMFN Working Group. The Conference, held in Sofia in February 2003, led to the formation of the Working Group, which meets regularly on a semi-annual basis. The Working Group includes private sector mortgage finance practitioners and policy makers throughout SEE who help to define pivotal steps and a regional role in the improvement of the mortgage finance sectors of SEE nations.

Poland Housing Finance Project. The Poland Housing Finance Project, sponsored by USAID, was undertaken by the Urban Institute and the Cracow Real Estate Institute between 1996 and 1999. The entire website of the Poland Housing Finance Program has been incorporated here.

Other Transition Nations and Emerging Markets. The website also seeks to be a gateway for other mortgage finance information for transition and emerging nations. For example, it provides links to recent mortgage finance conferences sponsored by the World Bank, OECD, and a recent credit bureau conference in Kazakhstan.
